How can the government improve service delivery in the energy/electricity sector?

Background  

New Vision published a story on 4th December, 2013 in which MPs debated terminating UMEME’s contract to manage the power sector in Uganda.

The MP for Oyam South Constituency Ms. Betty Amongi mentioned a probe in which it was discovered that UMEME exaggerated its losses in order to get rebates or refunds from government of Uganda.

Amongi further added that the probe revealed that UMEME were making poor investments in the sector, losses have remained significantly high. As a consequence, government pays high fees for power with only 12% of Ugandans connected to the grid, which is the lowest figure in the world.  

During the debate, Youth MP Monica Amoding said the government should not leave the energy sector in the hands of “profiteering” investors. She advised that the government repossess the energy sector and make it profitable again.
