Would you pay to get a Uganda national Identity Card?

BACKGROUND:
In March 2010, the government contracted a German company to provide services to enable Uganda to start printing national ID cards. The project cost the government Shs230 Billion.

But the project failed in 2012, reportedly due to lack of finance. Now the idea to sell national ID cards was proposed by the Presidential Committee on the Budget as part of the government’s efforts to widen its revenue base in the next financial year.

“People who want IDs should pay for them,” said a senior government official.  

Although a number of Ugandans hold driving permits and passports, majority of Ugandans do not have official identity cards. This means that the national identity cards will be very useful for many Ugandans.
