Would you pay 50k to be connected to a piped water scheme?

Background
All consumers in a piped-water supply system must be connected to a meter. A water system can only be sustainable if people pay for the water they use. The meter is a reliable way to show how much water has been consumed and how much water everyone has to pay for. 

Every piped-water scheme has a minimum number of connections that it needs to work effectively. When a new scheme is created, the government provides promotional connections that people can get by contributing 50.000 UGX. This is a contribution to the development of the piped water scheme: people still have to pay for the water they use. However, after the promotional phase consumers will be expected to pay the full costs of being connected.
