STA2.15: What should be done to ensure the well-being of Ugandans working in the Middle East?

Background

Since 2006, more than 42,000 Ugandans have gone to the Middle East through labor exporting agencies. Many cases of abuse against Ugandans have been reported. Cases which are deeply rooted in gender, religious, and racial discrimination which include rape, sex trafficking, under- or unpaid, physical abuse, overworking and being locked in places of employment. 

In Jan 23. 2016, the Ugandan government banned housemaids from seeking jobs in Saudi Arabia and some were flown back home.

What should be done to ensure the well-being of Ugandans working in the Middle East?
