The Watershed empowering citizens programme is a strategic partnership between the Dutch Ministry of Foreign Affairs (in particular the IGG department, DSO and relevant embassies) and IRC, Simavi, Wetlands International and Akvo. The Watershed programme started in 2016 and until 2020 it will deliver improvements in the governance and management of water, sanitation and hygiene services as well as of the water resources on which they draw.

The programme is running in Uganda among other 5 countries by strengthening the capacity of national civil society to lobby government and other WASH duty bearers. This will lead to measurable improvements in the quality and sustainability of WASH services in these countries. 

Wottazella 3.0 will run under the watershed programme in collaboration with HEWASA, Simavi and radio Jubilee in Fort Portal. The campaign aims to retrieve citizen feedback in Kabarole District through radio shows and poll questions about the governance and management of water, sanitation and hygiene services as well as of the water resources in communities. This campaign promises to get more evidence-based feedback which is needed for effective Lobby & Advocacy within the Watershed programme.
