How do you think corruption has affected the education sector?

BACKGROUND

According to the Transparency International Index of 2011, Uganda is among the most corrupt countries in the world, while the World Bank 2010 Report estimates that between 500 to 700 billion Ugandan shillings is lost in corruption annually. 

In November 2009, a Judicial Commission of Inquiry into the mismanagement of UPE and USE in the ministry of Education uncovered almost 1,000 cases of alleged inflated funds, ghost teachers and schools, incomplete and shoddy construction among others. The commission’s report  noted that trillions of shillings could have been lost since 1997 when UPE was introduced in the country. 

Another problem affecting the education sector has been incompetent, demotivated or absentee teachers.
