What do you think should be a priority of development for Gulu to become a city?

BACKGROUND

There are signs that the central government is considering Gulu among the 14 municipalities in the country that will be turned into regional cities. It has been chosen to benefit from a multi-million dollar agreement with the World Bank to extend piped water and develop infrastructure.

A city is expected to have adequate infrastructure and social facilities such as schools, hospitals, a good road network and markets. Gulu currently has 15 banks, an airport, and three health centers. However, the health centers lack personnel so all patients flock to the referral hospital, and the airport.

Also, the roads in Gulu are not in a good state, with most of them being made out of murram, and last year locals organized demonstrations to protest their poor condition.

For the financial year 2011-2012, Gulu municipality raised only 1.7 billion shillings from market dues, trading licenses and property tax, among others. However, it needs 9 to 10 billion shillings from the government to run its affairs.
