BACKGROUND
In an article in the New Vision on July 9th 2014, journalist Emmanuel Mwaka says that the government has invested 5.6 billion shillings to develop Lira and 14 other municipalities in Northern Uganda.
In Lira, for example, Makindye MP Dr.Ian Clarke has complained of it as a stinking town because of the poor state of drainages and sewage lines, due to poor leadership. But the writer says that today, the government has invested heavily in roads, health centres, schools and a new market capable of housing 3000 traders.
The president has also made pledges in billions to construct huge bridges for better development. The 5.6 billion shilling investment by the Government will be used to develop roads, drainages and lights.
