BACKGROUND  

In March 2014, the Daily Monitor reported a story titled, “Health workers, civil servants strike over delayed salaries”. In the story, the health workers claimed that they had not been paid since October 2013 leading to loss of their property to banks after they acquired loans in Masaka District.    

In another article published in the Daily Monitor in August 2013, it was reported that 2000 medical doctors were leaving Uganda for opportunities abroad.  

The Minister for Health, Dr. Ruhakana Ruganda, spoke at a medical symposium in Kampala in 2013, and promised health workers that the government was planning to improve their working conditions by, among other things, renovating and equipping health facilities and constructing staff houses.
