Should the Ugandan government officially integrate Sudanese refugees into the local communities?

BACKGROUND

Many South Sudanese refugees flocked to Uganda after violence broke out in mid-December last year. In the height of the war, the Red Cross estimated that 3,000 refugees were crossing into Uganda every day.

There are international and local calls to integrate these refugees into Ugandan communities as their return home may be delayed.  While local integration is difficult because of the resources eaten up by refugees,  one recent study suggested that the benefits to hosting refugees may outweigh the costs if joint development is encouraged.

A small organization called Hopeofiriha is already sponsoring Sudanese students in schools in Gulu, although it is hampered by resources.
