How can the Ugandan government promote large scale farming?

Back Ground  

In 2008/09, the Uganda Census of Agriculture estimated the number of agricultural households to be at 3.95 million, of which 50.5% were male and 49.5% were women.  

However, over time, the agricultural sector has been negatively affected by poor rainfall, drought, technology and markets.  

According to the Agency for Transformation, a farmer-focused NGO, another issue affecting agricultural output is subsistence farming, where farmers carry out numerous economic activities on a piece of land instead of focusing on just one. Subsistence farming occurs because farmers cannot afford time and labor saving machinery.
