Background
Agriculture is Uganda is the leading force of economic growth and poverty
reduction and 80% of the poor living in rural areas mainly depend on
subsistence agriculture as their income source for survival. However, the
industry suffers from a lack of access to agricultural information, knowledge
and improved technology among rural poor farmers in the country.
In 2001, an Act of Parliament set up the National Agricultural Advisory
Services (NAADS) to address these issues but it was dissolved recently by the President
due to non-performance. Farmers still remain poor and there is no evidence of
increased productivity in the sector.
However, NAADS was able to positively change the lives of some individuals. For
example, 70 year old Florence Nakulumia from Bugiri started growing mushrooms
with the help of NAADS and now makes 4 million shillings every four months.
