Do you agree with the Minister of Finance’s decision to tax agricultural inputs?

Background

During the 2014 budget reading, a tax was proposed on all agricultural inputs and all tax exemptions were removed on agricultural products. Members of the civil society have described the Finance Minister’s proposal as likely to burden small scale farmers, and lead to an increase in food costs.

Members of the civil society petitioned the Speaker of Parliament on August 26th 2014, saying that taxing agricultural inputs is inconsistent with government’s position to modernize agriculture. The taxes will discourage the enhancement of agricultural production.

However, since agriculture employs the largest share of the population, technically speaking it would also bring in the most taxes which could be used to benefit the country at large.

Do you agree with the Minister of Finance’s decision to tax agricultural inputs?  

A. Yes: It will help the country to have enough revenue to address other important service delivery sectors

B. No. It will make the agricultural sector decline and worsen food insecurity and conditions of small scale farmers in Uganda.
