What do you think the government should do to improve the quality of road work in Uganda?
BACKGROUND
The Uganda Road Fund Act was
established by parliament in 2008 to finance the routine maintenance of
public roads, facilitate delivery of road maintenance services and other
related matters. However, weaknesses were observed in the supervision and
monitoring of works contracted by the Uganda National Roads Authority (UNRA).
There are many projects going on at the same time, which UNRA has difficulty
monitoring. UNRA staff nationwide are
stretched with increased workload due to increased network length and increased
budgets. In addition, the UNRA stations have few engineers and technicians who
are not able to supervise many road projects at the same time.
Another problem is corruption,
with kickbacks and theft affecting the quality of roads. In June 2010, when the
government’s chief civil engineer, Samson Bagonza, was jailed for graft, the
presiding judge, Justice Katutsi, expressed a belief that the vice of
corruption is practiced further up as well.
