BACKGROUND

The Uganda road sector faces many challenges; apart from inadequate financing, there are  technical and institutional challenges like a lack of adequate inspection and enforcement of road maintenance and construction standards. This is due to a lack of organizational capacity from supervisors and contractors, who do not respect project specifications detailed in road contracts. This has often led to poor road construction practices and inadequate materials resulting in road surfaces of poor quality hence lack of value for money.
