What should have high priority to prevent flooding, and clogging of Uganda’s drainage systems during heavy rainfall?

BACKGROUND

In September 2014, The Observer Newspaper and other media channels reported a story of a boda-boda rider and his passenger (a 28-year-old female bank teller) who died as a result of being washed away by floods near Clock Tower in Kampala City as a result of the city's poor drainage system?

Their deaths sparked off a blame game with authorities saying the general public clogs the feeder drains by dumping rubbish recklessly, which blocks drainage systems and leads to floods whenever it rains heavily. Conversely, the public accused the Kampala Capital City Authority (KCCA) of poor maintenance and construction of the drainage systems hence leading to flooding and breakdown of some roads especially in the rainy seasons.  

Encroachment on wetlands, and dumping of polythene bags, also contributes to the breakdown of drainage systems during rainy seasons.
