BACKGROUND
In an article published in the
New Vision on November 3rd 2014, State Minister for Gender and
Culture, Rukia Nakadama, has said sexual and gender based violence is second to
terrorism. She was speaking at the 4th
anniversary of the United Nations Resolution on Women in Peace and Security. She
pointed out that the rate of gender based violence had become more prominent
because more women were reporting abuse.
Catherine Awor the founder of a Lira based women’s group-Women’s
Peace Initiative Uganda-said the problem was deeply rooted in culture and is
heightened in areas of conflict and war-the men feel threatened and want to
assert their position as strong figures. For example, according to the 2013 Uganda
Police crime report, there were 186 sex crimes reported in Soroti district in
2013.
Gender based violence is any violence towards another person on the basis of their gender-in most societies, the female is usually the victim. For women, this can include various forms of sexual assault, or domestic violence from partners.
