Are the lives of marginalized groups like women and disabled people, improved by the leaders elected to represent them?

BACKGROUND

On 12th November, 2014, the Daily Monitor reported a story of elderly persons petitioning the Uganda parliament to demand that the central government roll out the Social Assistance Grants for Empowerment Program (SAGE) to benefit the elderly in Uganda. The SAGE program is currently being piloted in 14 districts in Uganda where older persons aged 65 years and above are benefiting from a monthly direct cash transfer of Shs 25,000.

In their petition to the Speaker of the Uganda Parliament, Hon. Rebbecca Kadaga, they said they are not receiving enough attention given the challenges that come with old age.

The 1995 Uganda Constitution stipulates that the state shall make reasonable provision for the welfare and maintenance of the aged and other marginalized population groups like the children, disabled, youth and women.

In fulfilling the objectives of the 1995 Uganda constitution, the Uganda government has indeed made an effort to ensure proper representation of all marginalized population groups like women, youth, and the disabled, among others who are fairly represented in all decision making levels from the lower local councils up to the Uganda Parliament.
