How can leaders improve citizen participation in community work for improved service delivery?
BACKGROUND
On 20th November 2014, the Daily Monitor reported a story
where the District Chairperson of Lwengo District Mr. George Mutabaazi caned
residents of Nakalinzi and Lwentamu villages for reportedly
refusing to participate in voluntary community work to clear their road-
commonly known as Bulungi Bwansi.
Mr. Mutabazi raided several homes and kiosks, beat up residents and
directed them to take up their tools like slashes and hoes to clear bushes
along feeder roads in their areas. The district chairperson also blamed the
village leaders for increased laxity in encouraging local citizens to
participate in community work like construction of toilets and taking their
children to school.
Mr. Mutabaazi’s action caused outrage in some sections of the
society like human rights organizations and other local citizens like Mr. Michael
Katabalwa of Lwengo district who said that it violates people’s rights and
humiliates them. However, others applauded Mr. Mutabaazi’s action and called on
all leaders across the country to emulate his action because it restores
sanity, orderliness and ensures a sense of responsibility.
