Background
We have observed that many of our listeners
do not properly understand the roles of their leaders. Last week, we
asked you what you think are the roles of your Mps. Not one single
respondent knew the correct answer which is that an MP is supposed to
draft laws for the development of the country.
Now we would like to know if you understand
the roles of your local council leaders and if you feel they
contribute to your life in any way.
A village is run by a Local Council 1
chairman (LC1). LCII committees are in charge of running parishes,
which consist of a number of villages. They settle land disputes and
mobilize communities for various activities. An LCIII chairman and
his council are in charge of sub-counties (a collection of parishes).
They work with government officials to provide services for health,
development and education.
Last is the LCV which is in charge of
running districts. A district is made up of several counties
and is led by an elected local council V (LCV) chairman and his
elected council. The council debates budgets, decisions and bylaws.
On the technical side, the district is led by a chief administrative
officer, appointed by central government. The district also has heads
of various departments such as education, health, environment and
planning, which are responsible for relevant matters in the whole of
the district.
