Have you ever been asked to pay a bribe to a police officer to avoid arrest?

BACKGROUND

According to an article published in the Daily Monitor on Februry 21st 2015, residents of Gulu Municipality have accused police of extorting money from people during what they call night operations. The residents of Labour Line and Tegwana Parishes in Pece Division claimed that during the night operations, arrested suspects who pay money to the police are released while those who can’t afford are taken to police stations for detention.

Mr Abdallah Musa Onen, a resident of Tegwana Parish, said police have arrested him several times as he returned home from night duty and attempted to extort money from him. He said that once police arrest you, they drive you out to dark places and demand 'kitu kidogo' (a bribe). If you fail to pay, you are accused of being one of the thieves terrorising the town and are arrested.

Aswa regional police spokesperson, Mr Jimmy Okema, said there was no evidence to prove the claims. He said that unless people report the cases to police, the police cannot act on the issue.
