What can the government of Uganda do to fight against terrorism?

BACKGROUND
The New Vision of Tuesday April 7, 2015 reported that terror suspect was arrested at Makerere Hostel. The incident happened at Akamwesi Hostel - now renamed Ark Hostel - which is just a stone's throw away from Makerere University's main campus. The arrest came just a day after the Al-Shabaab militants claimed responsibility for the attack on the Garissa University College in northeastern Kenya that left 148 people dead.

The following week Kayihura told journalists that they had credible information that Al-Shabaab was planning attacks on schools, colleges, and universities on the Jinja-Kampala highway.
