Should the government re-introduce the graduated tax?

Background
On May 25th, 2015 the New Vision published an article in which law scholars propose reviving graduated tax, meaning that the amount one pays increases as the amount subject to taxation increases. A group of lawyers under the banner Kituo cha Katiba wants to reintroduce the gradated tax to stimulate individual responsibility toward the government.   

President Museveni abolished the graduated tax during his 2005 campaign, with politicians claiming that the tax was primitive and crudely collected. However, it was also an important source of revenue for local government.   Efforts such as the Local Service Tax and Local Hotel Tax meant to compensate for the loss of income don’t fetch enough money to run government programs. 

Reinstating the graduated tax may solve this problem. For some it also rekindles memories of people spending sleepless nights outside their homes to dodge the local tax collectors.
