Why do you think many people support the president in giving out ‘brown envelopes’?

Background

At the close of this year’s State of the Nation address, the president made a comment that he alone should have the liberty to give out “brown envelopes”.  Last week, we asked our listeners if the president should have the liberty to do so and the majority responded, YES.
From Radio Wa:
67.9% -> In support of 'brown envelopes'
32.1% -> Against 'brown envelopes'

Uganda is rife with corruption, which is holding the development of this nation back constantly. Many people seem to be against corruption but in last weeks polls, the majority of the radio listeners did support the President to give 'brown envelope' bribes.
