Should the government reinstate graduate tax?

Background 
In a commentary in the daily monitor, Mr Okodan is a lecturer at Kampala International University called for the reinstatement of graduate tax to fund local governments. 

He said that what Uganda Revenue Authority (URA) collects directly from citizens to finance government’s annual financial plan is pretty small and the overwhelming majority of our people, especially in the informal sector, hardly make a meaningful contribution. As a progressive tax, those who have more should pay more, while those who have less should pay less to account for inequality. 

President Museveni abolished the graduate tax during his 2005 campaign, with politicians claiming that the tax was primitive and crudely collected. ‘We must reinstate graduated tax to help fund activities of local governments.’
