Dominic Ongwen, considered to be a deputy commander to the Lord’s Resistance Army leader Joseph Kony is in the custody of the ICC following his surrender earlier this year.
The ICC is now recommending that a hearing to confirm charges against him should be held in Uganda, preferably in Gulu, as this is the location closest to where the alleged crimes occurred. This is a pre-trial hearing held to determine whether there’s sufficient evidence to commit the case for trial before the trial chamber.
