Uganda introduced Universal Primary Education (UPE) in 1997 to provide free primary education for pupils who could not afford to pay their schools. However, a recent publication shows that 70% of students are expected to drop out due to hidden costs for the parents. The quality of many schools is also problematic: According to research conducted by Uwezo Uganda, at Primary 3, only one third (Three out of ten) of the pupils have a have basic numeracy and literacy skills.
