STA6:What policy should the government enact to improve UPE?

Background
In a few months you will have the chance to vote, and we want to know what issues matter to you in these elections. That is why we are working together with 10 other radio stations throughout Uganda. Uganda introduced Universal Primary Education (UPE) in 1997 to provide free primary education for pupils who could not afford to pay their schools. However, a recent publication shows that 70% of students are expected to drop out due to hidden costs for the parents. The quality of many schools is also problematic: According to research conducted by Uwezo Uganda, at Primary 3, only one third (Three out of ten) of the pupils have a have basic numeracy and literacy skills.

What policy should the government enact to improve UPE?
a. It should be mandatory for parents to provide lunch;
b. No automatic promotion for pupils;
c. Stricter government inspection to check the quality;
d. Leaders should mobilize parents to be more involved in the education of their children.
