Background
The government has allocated 52 billion shillings to fund projects in the seven districts of the Acholi sub-region to provide effective income support and build the resilience of poor and vulnerable households. These funds have been given to the Third Northern Uganda Social Action Fund Project (NUSAF) and are to be managed by the office of the Prime Minister (OPM). However, it is reported that more than 50 billion Uganda shillings was in 2014 stolen from the OPM under the Peace, Recovery and Development Plan (PRDP).
