Background:

In December 2016, government announced that it loses Ugx 96 Billion every year due to delayed government infrastructure projects. According to government, the major cause of delays on road construction projects for example are individuals who reject compensation awards government demanding excessive value. The constitution requires government to make prior payment of fair, adequate and prompt compensation to land owners/ tenants affected by government infrastructure projects. The government says that the constitution limits its delivery of services.
