KFM CM2: In your opinion, what should be the priority in the ongoing debate on compulsory land acquisition in Uganda?

Background:

The constitution gives the government of Uganda the power to take over privately owned land to set up public facilities and infrastructure. The government is currently increasing investment in road construction, railway network, and electricity dams projects as part of its strategy to achieve middle-income status by 2020. All these projects require the government to acquire privately owned land. However, the government says that current laws on land acquisition prioritize interests of individuals who own land which frustrates national development efforts.

Question:
In your opinion, what should be the priority in the ongoing debate on compulsory land acquisition in Uganda?

A. Individual land rights
B. National development
