Background
Local Council 3 leaders exist at all sub-counties in Uganda. They are expected to improve the welfare of the people and eradicate poverty through providing efficient and sustainable public services.
To achieve this, LC3s are supposed to maintain close contact with the people who voted them, and consult them on issues to be discussed in the council where necessary. They have to find out what people want and make budgets and plans to deliver to those needs. During council meetings they have to share these views, opinions and proposals from the community.
