Background
The government of Uganda has laid out formal
justice institutions and processes to administer justice through courts
of law. However, when it comes to reconciliation, healing and
rehabilitation of communities that have been affected by conflict,
formal justice systems have many gaps and constraints which obstruct
access to justice.
