PACIS CM2 3.6 | What should the government prioritize in determining the future of amnesty?

Background:

Societies emerging from armed conflict often adopt amnesty laws to consolidate peace. Amnesty means a pardon or forgiveness by the state to persons who committed or are said to have committed acts or crimes. The purpose of amnesty is to guarantee that acts committed under duress of war or political tensions will not be prosecuted. The Amnesty Commission in Uganda has granted amnesty to about 27,000 men, women, and children.

Question:

What should the government prioritize in determining the future of amnesty?

A. Amnesty should be awarded in exchange for truth and apology
B. Amnesty should only be given to those who committed minor crimes
C. Victims and affected communities should be consulted before amnesty is awarded
D. Abolish Amnesty, it undermines the rights of victims
