Should powers to license oil companies and negotiate oil contracts be given to the minister?

BACKGROUND:
Parliament has been debating the petroleum bill aimed at government of petroleum explorations, development and production.
Clause 9 in this Bill proposed by government gave the minister powers to negotiate oil contracts, License oil companies among others.

Following debates parliament agreed to reduce powers of the minister.
An NRM caucus last week agreed that the parliament should change it's position and reinstate the minister powers as earlier shown.

Yesterday there was some chaos in parliament: Members of parliament were divided on whether they should first debate the reinstated position or go ahead and vote.

Some MPs think that if parliament cannot agree on this issue, the general public should be involved through a referendum.
