What advice would you give to the Government to win back the confidence of donors to resume sending funds?

BACKGROUND:
In last week’s poll question we asked:
If you were a donor, would you continue funding the government of Uganda?

37% said Yes, for the sake of the suffering people.
62% said No, not until all the culprits are brought to book.
This newspaper(The Monitor 4th Dec. 2012) reports that more than eight development partners met last week and agreed in their assessment that Government of Uganda lacks the capacity to fight corruption. This informed the decision to suspend aid until 2013. Daily Monitor quotes Ambassador Roberto Ridolfi saying, “I believe this will give government enough time to lay down frameworks to control financial resources.."

QUESTION:

What advice would you give to the Government to win back the confidence of donors to resume sending funds?

A. Parliament should debate to establish way forward
B. Seize and auction the properties of the culprits.
C. Immediate arrest and prosecution of all the culprits
D. Others and please specify.
