BACKGROUND:
Uganda is blessed with oil that was discovered some years back mostly on the shores of Lake Albert in Western Uganda.

The discovery of oil in Uganda caused a lot of excitement among Ugandans.

In oil rich countries, there are many ways citizens benefit from the oil money if it is used appropriately. For example money coming out of oil can be used to build schools, roads, hospitals to benefit the citizens.

However in some countries where oil has been discovered citizens have not benefited.

There have been discussions about Oil several times in Parliament, and Members of Parliament got into a misunderstanding on the oil bill in parliament to the extent that the speaker adjourned the session.

The confusion followed proposal that the minister of Energy and mineral should be the only official person to handle Oil issues in the country.
