Most of the donor money that was allocated to the PRDP was embezzled. As a result a number of donor countries are cutting aid.
The government of Uganda is in a situation where donor money has to be refunded in order to retain the remaining donors.
However, for the government to afford this, taxpayer’s money will be the only way.
