what would be the best method for independent grading of public schools?

Background:


Congratulations to all the PLE leavers who have managed to perform well in the last exams and good luck to the schools that are preparing to absorb the students.
In our last poll question, 39% of the respondents said the Ministry of Education should be held accountable for the misleading adverts about schools while 29% say it is the school administration.

It is true that the Ministry of Education through the District Education Officers and the Inspectors of Schools are responsible for monitoring of the schools on behalf of the Government while at the same time School Management Committees(SMCs) and Parents' and Teachers' Association(PTAs) also provide possible solutions to accountability problems.

Question:
What would be the best method for an independent grading of public schools?

(In order to objectively rate performance of schools, an independent body is needed to inspect and rate schools performances and facilities, what would be the best way of doing this?)

A - Let inspectors of schools write a report per school and publish it on notice boards
B - Publication of PLE results per school
C - Let parents rate schools through a radio poll
