What should be done to reduce on alarming cases of teacher absenteeism?

BACKGROUND:
Alarming cases of absenteeism of teachers and students could become history if a new soft ware to be used in schools and districts takes effect(Daily Monitor 29th Jan;2013).

A report by a Dutch agency,SNV,ranked teacher absenteeism in Uganda the highest in the world at 35 per cent, with teachers guaranteed to miss at least two days of work each week.

Apart from introducing the new soft ware which again will not apply to all the schools at once...

B. Review attendance records from time to time to arrest undesirable tendencies/excuses.
