What is the best way to ensure that victims and survivors of the LRA insurgency receive adequate compensation?
BACKGROUND:
During
northern Uganda's 20 years of conflict between the Government of Uganda
armed forces and the Lords Resistance Army rebels, widespread human
rights abuses were committed by both sides.
Abductions
of children, rape, maiming, lost of property and displacements of
people into the camps are some of the hallmarks that have remained
permanently in the minds of very many people.
The
victims, many of them who still bear the scars of the violations, many
years after they were committed, have expressed the need for the
government to put in place an action plan, in consultation with them, to
provide reparations which addresses their current suffering.
The
Acholi and Lango war debt claimants associations were formed to provide
the avenues for the reparations but have been criticized because not
all that suffered would benefit.
The
Government is still debating a Cabinet Paper of Displacement and
Terrorist Act to have in place a policy for use that can adequately
cater for the fate of war victims and survivors.
QUESTION:

do you think should be the best way to ensure that victims and

A- Carry out a fresh registration of war affected people from where their losses occurred in their villages.

Mobilize Local Councils in the affected areas to come out with District
resolutions to petition Parliament to speed up work on the Paper.
C- Sensitize the community on the type of compensation for damages that are adequate to both the victims and survivors.
