How can the issues of building in greenbelts of Kasese Municipality be solved?

BACKGROUND:
For nearly five years, there has been invasion on the greenbelts left out for shelter and environmental conservation in the planning of Kasese Municipal council. However, the leadership in the former town council is understood to have sold out most of the green spaces to investors.
Several investors have decided to put up permanent houses instead of the temporally business like recreational venues.
The mayor has always threatened to bring down the permanent buildings but the investors have vowed to go to court.

QUESTION:
How can the issues of building in greenbelts of Kasese Municipality be solved?

A. Demolish all permanent houses in the belt
B. New investors are subjected to Memorandum of understanding on temporally business
C. Existing investors be forced to plant trees alongside their investment.
D. No more plots are sold in the greenbelt
