Why do you think some of the schools are operating even though they do not meet the minimum standards?

BACKGROUND:
This month all primary and secondary schools opened for their first school term of.

The Ministry of Education and Sports set minimum requirements for all schools this term.
Some of these include: installation of lightening conductors, fire fighting equipment, tenancy agreements for at least one cycle of their level(for private schools), qualified teachers, well equipped laboratories.

However many schools are operating even though they do not meet the minimum requirements. According to New Vision (Feb, 2013) parents were advised to shun unaccredited schools.

QUESTION:
Why do you think some of the schools are operating even though they do not meet the minimum standards?
A. Lack of vigilance among parents
B. Compromise by the District Inspectors of Schools 
C. Compromise by the students
D. Assurance by the schools to improve with time.
