Do you think President Museveni will succeed in stopping land evictions in the Teso sub-region?

BACKGROUND:
President Yoweri Museveni has directed judicial officials to stop issuing land eviction orders because such actions can cause a civil war in Uganda. The President said that nobody in Uganda has powers to evict tenants not even landlords - according to Uganda Media Centre

In the past Museveni has approved the eviction of people from land they occupy in the interest of "investors". A few examples are; the eviction of thousands of people in Mubende and Kiboga  districts to pave way for a commercial tree company, New Forest company. The eviction of residents of Naguru housing estate among others.
