What should be done to stop or reduce suicide cases that have claimed many lives in Northern Uganda?

BACKGROUND:
Concern at the moment is suicide cases are becoming common in Northern Uganda.
In 2012 at least 53 cases of suicide related death were recorded in Gulu and other districts has not yet been known.
In 2013 at least in a week 2 to 4 cases of suicides reported every week and those one unreported are so many

According to our poll question last week most of the respondents said that Drug Abuse, Alcoholism, Stress, Domestic Violence and Effects of war in that order - are the leading causes of suicide in Northern Uganda.
