BACKGROUND: The Uganda Local Government Association (ULGA) has hailed President Museveni for stopping the creation of 23 new districts. The Chairperson of the Association - Peter Odok w'Ochieng appealed to the government not to succumb to political pressures over the creation of districts without a viable economic base to support their operations. (New Vision Monday 18th March 2013).

The association also urged parliament to amend the Local Government Act that will allow districts to engage in investment initiatives for alternative revenue generation.
