In
2001, the National Agricultural Advisory Services (NAADs) started as a
farmer-led agricultural system targeting poor subsistence farmers.
The
programme aimed at promoting food security, nutrition and household
incomes through increased productivity and market oriented farming,
among others.
To
date, about 2 trillion shillings has been invested in the NAADS
programme, but President Yoweri Museveni has for the second time lost
hope in it and suggested that the farmers instead be boosted through the
Savings Credit Organisations (Saccos)-meaning NAADs is winding up.
