INTRODUCTION
The government will radically review its budget for next year in
order to absorb the impact of foreign aid cuts resulting from the
multi-billion corruption scandal at the Office of the Prime Minister.
Finance Minister Maria Kiwanuka has said in the 2013/14 Budget
Framework Paper (BFP) to Parliament last week that because of the
suspension of budget support by donors, the government was forced to
“substantially” revise its fiscal strategy in 2012/13 financial
year. (Monitor April 17th 2013)
The minister warns that the government’s coming plans will
include cuts to allocations to non-priority sectors, improving public
expenditure efficiency, an increase in domestic borrowing, and
improvements in cash management.
