QUESTION: Which area of public spending should not be affected by government budget cuts?

INTRODUCTION
The government will radically review its budget for next year in order to absorb the impact of foreign aid cuts resulting from the multi-billion corruption scandal at the Office of the Prime Minister.

Finance Minister Maria Kiwanuka has said in the 2013/14 Budget Framework Paper (BFP) to Parliament last week that because of the suspension of budget support by donors, the government was forced to “substantially” revise its fiscal strategy in 2012/13 financial year. (Monitor April 17th 2013)

The minister warns that the government’s coming plans will include cuts to allocations to non-priority sectors, improving public expenditure efficiency, an increase in domestic borrowing, and improvements in cash management.
