BACKGROUND:

When you travel across the west Nile area, the site of several forms of polythene bags (kaveras) - sachets of waragi and polythene bags used to carry items are a clear sight along roads. You will also see plenty of littered kaveras on paths, in gardens and farms.
 
The number of polythene bags is so high that environmentalists in West Nile think that this will have a bad effect on the soils in the West Nile area if not controlled in time.
