Should doctors be allowed to test and inform patients about their HIV status without the patient's permission?
BACKGROUND
The country Coordinator United Nations Programme on HIV/AIDS
recently expressed concern that Uganda is losing the fight against HIV/Aids,
with the infection rates steadily rising.
Uganda’s HIV prevalence rates have
been increasing in the past six years from 6.4% to 7.3% between 2006 and 2011.
He also said that Uganda is the only country in the Eastern
and Southern Africa with rising HIV/Aids infection rates.
As per the 2011 HIV Counseling and Testing policy, the
HIV/AIDs test results of a patient will be revealed to them only if they have
consented to taking the test.
The United Nations General Assembly
Special Session country progress report for 2010 estimated that only 20% of
Ugandans knew their HIV-status.
